Background

The Horn of Africa – Climate Change Programme (HoA-CCP) is a regional initiative of the Horn of Africa – Regional Environment Centre and Network (HoA-REC&N). The programme focuses on climate change adaptation and mitigation, addressing land and water issues, as well as promoting ecologically sustainable value chains development and greenhouse gas emission reduction. The programme activities are implemented in six countries in which the Regional Environment Network has a National Chapter (Djibouti, Ethiopia, Kenya, Somalia (Somaliland), South Sudan and Sudan). The programme started off in November 2014 with funding support of 4 million Euros (€ 4.000.000) from the Directorate-General for International Cooperation (DGIS), Ministry of Foreign affairs, the Netherlands for a period of four years.

Objectives

The HoA-CCP is designed to promote climate smart innovative approaches to land management and sustainable and inclusive development practices at grassroots level using an area-based approach. The programme is coordinated at the regional level by the Horn of Africa – Regional Environment Centre (HoA-REC) based in Ethiopia focusing on the following three components (outcomes):

  • Promotion of landscape restoration through sustainable land and water management and natural resource conservation;
  • Increased food security by promoting climate smart agriculture and green value chains;
  • Reduction of green-house gas emissions and improvement of livelihoods by promoting renewable energy and green infrastructure.

Key achievements to outline include the following:

  • 7 landscape learning journeys were successfully organised by the HoA-CCP team and facilitated by the CDI (Wageningen University); covering courses on natural resources-based conflict management and climate related impact assessment, vulnerability assessment and impact chain analysis;
  • Academia Focal Point weas funded and capacitated an international training on landscape governance course in Indonesia, a critical component of the human resources capacity development;
  • Baseline survey of the Juba Urban Landscape;
  • Capacity building for the Most Significant Change participatory evaluation course.
